Well, Sephiroth got “extra powers” only because of all the mako/Jenova cells he was in contact with.

Kefka wasn’t just taking orders. He was probably scheming to kill Gesthal all long. He just was waiting for the right moment.

Kefka, but out of the two, ghaleon. Sephiroth was just being manipulated the whole time.
