Requesting help on Star Ocean 2 (Limiter Question)

Hello. I’ve recently begun playing this game again and have gotten to click. I want to turn the limiter off and I watched the PA with Filia at the fountain, but never spoke to her. My question is if I have to actually SPEAK to her to turn it off later, or do I just have to watch the scene where she warns everybody?

Just watch the scene, and make sure you get the scene in Central City later on. You’ll get the Isaralif’s Tear, and that will be that.
