How do I change language settings???

I am trying to change the language of toolbars to a language other than English, and nothing changes.

As I was typing this up, I also noticed that after changes, Alt + S no longer sent data through forms, but made a ß symbol. :S

that changes the language you type in providing you have the correct input method for it installed

if you want windows to be in a different language you have to get a version of windows in that language
