i like Tunlan from Breath of Fire. Talking with music would be really cool and I think the design of the town is really cool. Also, all the people there are female. :get it?:
Neverwinter (Dungeons and Dragons: Forgotten Relms / Neverwinter Nights)
It’s self contained, has a nice economy in retrospect to the rest of the world, multiple districts, and most of all, it’s more fleshed out than any final fantasy or console RPG city. Thats just one of the many advantages that tabletop games have over console games.
I personally prefer the relax atmosphere of Balamb, from FF8. It seems the sort of place you could just relax all day, without a care in the world. I wouldn’t mind living there. Plus you got the added bonus of Balamb Garden, that would be a good place to go to school.

Anyways here’s a list of rpgs I can think of off of the top of my head:
Earthbound-Summers

FF4- That place where the earth crystal is (the woman castle thing)

FF7-The snow-y place, or Nanaki’s home

Star ocean 2nd story-Linga or Kross

Also, SoM 3, or whatever it was called. That snowy place with all of the Christmas lights. That place was puuurty.
Milama Village, Al Bhed Home, Meria Boule or Arkives.
Breath of Fire:
-Drogen/Dologany/Dragnier or whatever they call the Brood city. They are peaceful, largely isolated and self sufficient and they are the only place on those worlds where you have absolute certainty you are not going to be attacked (The place is full of Dragons for crying out loud!).
-Worent: CAT PEOPLE. CATGIRLS. LOTS OF THEM.
-The Faerie Village: A horde of naked faeries obeying every order I give them for no apparent reason.
Chrono Trigger/Cross:
-Zeal: Before the little “accident” of course.
-Termina: I’m not sure why.
FFVI:
-Figaro: Even if it’s in the middle of the desert, having Edgar as the king is reason enough.
Star Ocean 2:
-Cross.
-Fun City.
The Underdark.
Silent Hill.

Owmi, from SaGa Frontier - It’s a coastal setting, it’s got a wicked restaurant, and an abandoned manor with a dungeon. That’s just neato.
Dominia, from Legend of Mana - There’s just no way to explain how cool this town is. You just have to have played the game But rest assured - it’s amazing.
Kilika…I like the whole idea of living in a town built on wooden bridges over the coast. Y’know, without the whole Sin thing.
