I’m in the Berequel mine and I’m supposed to light a torch that activates an event where I fight a dragon for a lightstone to continue through the dungeon. I’ve lit the torch in question and… nothing.

Did you blow on the Dragon Flute? If I remember correctly, using that leads to a boss fight with a dragon, but it could be the wrong one.
