I believe there is historical precedent that says that the Flash IS faster than Superman, although both have the ability at times to move so fast that they can travel through time.
Yeah, I’m pretty sure they had a race, but I can’t remember who won.
On whatever cartoon it was, it was a tie. But as far as comic books, since I don’t read very many, I dunno.
The Flash’s ability is speed, just speed, therefore he needs to be the best at it. Plus, Superman’s got all that extra muscle and body mass which will create more drag than the Flash, so Superman woud actually need to be able to move his body faster to go the same speed.
I saw this cartoon. They never finished the race because some British guy found some spandex and a way to control the weather so they had to stop him. Woo. I say Flash though.

Flash. In the Justice League cartoon, Flash was shown to be faster than Superman (when he fought the Evil Superman). In the comics it’s even more so, since Superman no longer can run or fly at the speed of Light (that was changed years ago) and the Flash STILL can!
Flash. Hands down. Running is what the Flash DOES.
Flash is kinda like the funny “spider man” kinda hero of the DC universe that makes witty comments to his enemies as he runs circles around them.
Superman is kinda like that powerful guy with no good character development except “OMGWTFBBQ KRYPTONITE WAAAA” which is just a weakness and not really anything special. Kinda like the difference between a paladin and a rogue really…
