Well, this is just a short question. Once I’ve fulfilled all the requirements to have a town grow, how do I actually get it to grow? I can’t get Freedom or Nirlake to expand, and I can’t get Loire to expand to its final form, despite it being at 100%. Keinz says something about the culture being too low though. Do I have to be at a certain point in the plot first?
Yes. Check the shrine, I’m pretty sure it mentions the points in the plot where the cities expand.
It doesn’t mention it in the walkthrough or in the town expansion sections, but I figured it out anyway.
