Is there anyway i can create a file that windows sees as…say…700 meg, but in reality is only 1k, or maybe even only a few bytes? I know its possible on CDs and other disc media, but is it possible on a hard drive?

Not in NTFS. It might be possible in Fat32/16. You’ll have to ask Google or Wikipedia or TechNet.
