First of all, for those of you who use Photoshop a lot, I need some tips, since I’m just a PS6 noob 
A few questions:

Is there any better way to clean up edges than to erase smudges or unclear lines manually and then go Filter->Sharpen a couple of times? Is there like a function that does this sort of thing automatically?

When layering, can you put a layer under the background layer?

I do overtones by having an overtone layer with opacity at something like 30% and then adding dark colours. Is this the correct way, or is there a better way?
Anyway, here’s my first photoshop picture. I hope it’s at least decent for a first try
